According to the Taiwan joint newspaper, the high-level military security dialogue in the United States, known as the “Monterrey talks”, was held this week, and the President of the United States House of Commerce, Han Juuber, stated that United States officials might propose a “new policy” against Taiwan, arguing that Taiwan should abandon the existing “plan for comprehensive defence of all stages of the conflict in Taiwan” and replace it with an “asymmetrical” concept based on a narrow focus on fighting. This is in line with the fact that the Biden Government had previously informed the United States business community that the United States would no longer support sales to Taiwan beyond the “asymmetrical force” defined by the United States. According to a statement issued last month by the United States Chamber of Commerce, the United States Department of State stated in March that it had set out a new policy for Taiwan's military, stating that “the Biden Government will no longer support sales of Taiwan's military forces outside the definition of asymmetric defence.” The Taiwan Defence Department stated at the time that the Taiwan Army was planning to acquire equipped weapons “without the influence of individual arms dealers”.
However, according to Han Juber, this means that the United States adjusts its sales policy to weapons that are not within the “asymmetric” force defined by the United States, and that the United States is likely to refuse approval even if the demand for procurement is raised by the Taiwan side.
According to Han Juber, this new military sales policy, which is clearly focused on a single capability, is mainly designed to respond to the “war day/landing day” situation, while other equipment functions that are not in line with this situation will be rejected. They fear that this single “Taiwan security concept”, which focuses on “asymmetric warfare”, has not accelerated Taiwan's deterrent capacity, but rather led to misunderstandings of policy and delays the overall military sales process. In response to U.S.-to-Taiwan sales, my Defense Department has long expressed its position urging the U.S. side to stop selling its weapons and U.S. military links, and to stop sending the wrong signal to the separatist forces of “Taiwan independence” in order not to cause further damage to the military relations between China and the United States. The Chinese People’s Liberation Army (PLA) will take vigorous measures to thwart any form of outside interference and separatist attempts by the “Taiwan independence” and to defend the country’s sovereignty and territorial integrity.
