2022-06-24: [Article Link] The 14th meeting of BRICS leaders hosted by Xi Jinping and delivered important statements highlighting the need to build a more comprehensive, cohesive, pragmatic, inclusive and high-quality partnership to launch a new journey towards BRICS cooperation
President Xi Jinping hosted the fourteenth meeting of BRICS leaders in Beijing on the evening of 23, with the participation of President Ramafusa of South Africa, President Bossonaro of Brazil, Russian President Putin and Prime Minister Modi of India.
In the East Lobby of the People's General Assembly Hall, there is a conglomerate of flowers, and the BRICS flag is neatly arranged.
At about 8 p.m., the meeting began with a group of BRICS leaders, “Collection of Clouds”.
Xi’s welcoming remarks began by noting that, in the first year, in the face of a difficult and complex situation, the BRICS countries have been struggling with an open, inclusive, cooperative and win-win spirit, strengthening their solidarity and working together. The BRICS mechanism has shown resilience and dynamism, and BRIC cooperation has made positive progress and results. This meeting is taking place at a critical node where human society goes. The BRICS countries, as important emerging market countries and large developing countries, need to act with courage, to speak out for justice, to stand firm in their belief in the fight against the epidemic, to bring together the forces of economic recovery, to promote sustainable development, to work together to contribute wisdom to the promotion of quality development in BRICS cooperation and to inject positive, stable and constructive forces into the world. Xi Jinping delivered an important speech entitled " Building Quality Partnerships to Start a New Process of BRICS Cooperation ".
Xi has pointed out that the world's century-long transformation is accelerating, that Covid-19 Pandemic is still spreading and that human society faces unprecedented challenges. Over the past 16 years, in the face of the horrors of the waves and the wind and the rain, the giant gold bricks have taken its course with the wind and the courage to walk out of the path of one another, working together to win. At the crossroads of history, we have to look back on the road and remember why the BRICS countries have set out; we have to look together for the future and work together to forge a more comprehensive, practical, inclusive and high-quality partnership that will begin a new journey of BRICS cooperation. First, we must maintain our solidarity and maintain peace and tranquillity in the world. Some countries seek to expand their military alliances in search of absolute security, to coerce others to choose side teams to create confrontations and to ignore the interests of others. If this dangerous momentum is allowed to continue, the world will become more volatile. The BRICS countries must support each other on issues that are central to each other’s interests, practise genuine multilateralism, uphold justice, oppose hegemony, uphold fairness, oppose bullying, preserve unity, and oppose division. Together with the BRICS partners, China is ready to contribute to the success of the Global Security Initiative, to uphold a common, integrated, cooperative and sustainable vision of security and to move out of a new security path of dialogue and non-confrontational, unaligned, win-win rather than zero-sum, in order to inject stability and positive energy into the world. Secondly, we will insist on cooperative development and on joint responses to risks and challenges. The combined effects of the Covid-19 crisis in Ukraine have cast a shadow over the development of countries, with emerging market and developing countries bearing the brunt of the crisis. The crisis could lead to disorder, and it could lead to change, depending on how it was addressed. BRICS countries should promote supply-chain connectivity in industrial chains to meet challenges in areas such as poverty reduction, agriculture, energy, and logistics. There is a need to support new development banks in their efforts to improve mechanisms for emergency reserve arrangements, and to build financial safety nets and firewalls. There is a need to expand BRICS countries’ cross-border payments, credit rating cooperation, and to improve trade and financing facilitation. China is ready to work with the BRICS partners to promote the global development initiative and the United Nations sustainable development agenda for 2030. China will build a global development community that will contribute to stronger, greener and healthier global development. Thirdly, we will insist on developing innovation and the potential and dynamism of cooperation, which is doomed to fail by attempting to disrupt the development of innovation in other countries through the monopolization of technology, blockades, barriers and the preservation of their hegemonic position. To promote improved global governance of science and technology, making it more accessible to all. Speeding up the partnership building for the new industrial revolution in the BRICS countries, leading to a digital economic partnership framework, and launching a partnership initiative for digital transformation of manufacturing, will open new avenues for strengthening industrial policy interfaces in the five countries. Fourthly, we will insist on openness and collective wisdom and strength. The BRICS countries are not closed clubs, nor exclusive “circles,” but watch-and-see family, partner-winners. Over the past five years, we have launched a rich “Brick Plus” campaign in the areas of vaccine research and development, science, technology and innovation, human exchanges and sustainable development, creating a new platform for cooperation among a wide range of emerging market and developing countries, and serving as a model for South-South cooperation and solidarity among emerging market and developing countries. In the new context, the BRICS countries need to open up their doors to development and cooperation. The BRICS expansion process should be advanced, allowing like-minded partners to join the BRICS family at an early date, bringing new dynamism to BRICS cooperation, and increasing the representation and influence of BRICS countries. Xi stressed that, as representatives of emerging-market and developing-country countries, it is vital for the world to make the right choices and take responsible action at a critical juncture in our history. Let us unite, be cohesive, and move forward with determination to build a community of human destinies and create a better future for humanity.
The leaders thanked China for hosting this meeting of leaders and for its efforts to advance BRICS cooperation. In the current uncertain international situation, the BRICS countries should strengthen their solidarity, develop their spirit of BRICS, consolidate strategic partnerships, jointly address the challenges, raise the level of BRICS cooperation to a new level and play a greater role in international affairs. The leaders of the five countries reached many important consensus on the theme “Building a high-quality partnership for a new era of global development” and engaged in an in-depth exchange of views on various areas of cooperation and major issues of common interest among the BRICS countries. It was agreed that multilateralism should be upheld, global governance should be democratized, fair justice should be upheld, and stability and positive energy should be injected into a volatile international situation. Together, the epidemic must be combated, and mechanisms such as BRICS National Vaccine Research and Development Centres should be put in place to promote a fair and equitable distribution of vaccines and to improve their capacity to respond to public-health crises. There was a need to deepen practical economic cooperation, firmly uphold the multilateral trading system, promote an open world economy, oppose unilateral sanctions and “long arms jurisdictions”, strengthen cooperation in the areas of the digital economy, science, technology and innovation, supply chains, food and energy security, and work together to promote world economic recovery. To promote shared global development, taking into account the most pressing needs of developing countries, to eradicate poverty and hunger, to work together to address the challenges of climate change, to strengthen the application of space technology, big data and other technologies in the area of development, to accelerate the implementation of the United Nations sustainable development agenda for 2030 and to contribute to the creation of a new era of global development. The leaders of the five countries agreed to engage in “brick +” cooperation at more levels, in a broader field, and on a broader scale, to actively advance the process of building up the bricks, and to promote the mechanisms of the bricks to keep pace with the times, improve their efficiency, and move further and further. The meeting resulted in the adoption and publication of the Declaration on the Fourteenth Meeting of BRICS Leaders with Beijing.
At the meeting, the leaders of the five countries were briefed on the work of representatives of the BRICS-related cooperation mechanisms.
The meeting was attended by Tin Xuexiang, Wang Yi and Ho Peong.
[In the footsteps of the Secretary-General] Write a new chapter on prosperity and development for the rich.
Since the Party's eighteenth birthday, the General Secretary Xi Jinping has visited Gansu on two separate occasions, calling for the acceleration of high-quality development, the strengthening of environmental protection, the safeguarding and improvement of the livelihood of the people, and the acceleration of the construction of a happy new Gansu. Gansu is located in the north-western interior of the country, an open hub on the “one way” and an ecological security barrier in the western part of the country. Since the Party’s eighteenth year, Xi’s secretary-general has visited Gansu twice for research and study, with a deep concern for the hard people and a concern for the fight against poverty. In February 2013, the Secretary-General visited old party members and hard-pressed crowds in Dinxi, Presbyterian, etc., to urge people to be self-reliant, to find ways to develop and work hard, and to change the face of poverty at an early date. In August 2019, the Secretary-General stressed that making ordinary people happy was the party’s cause. The people who had been relocated could be left behind, employed, and paid. In response to the request of Secretary-General Xi Jinping, 745,500 cadres were stationed in the village to provide advice and support in areas such as infrastructure, education, medical care and relocation. By the end of 2020, 7,262 poor villages had been lifted out of poverty. Now that the country has been revitalized, Gansu is gradually forming a modern agricultural cluster, represented by cattle- and sheep-raising, Chinese medicine, etc. Xi Jinping General Secretary attaches great importance to the environmental protection of Gansu. In August 2019, General Secretary Xi Jinping gave important instructions for the conservation of Gansu's ecology during his study. At the eight-step sarin farm, the General Secretary asked everyone to promote the spirit of the struggle to turn the desert into an oasis in the face of the difficulties of the Six. Gansu has put in place a series of local regulations and policy documents to strengthen environmental governance and protection in all areas, including early warning monitoring, pollution prevention and treatment, as well as to drug the disease, and to carry out water content, soil and water conservation and sand prevention projects in the subregion and hand over the ecological civilization's Gansu response.
Xi Jinping's secretary-general's heart has been moved by the protection of Mogau Cave. In August 2019, he stressed, during his study on the Greater Cave in Gansuton, that the precious cultural heritage that our ancestors had left us must be cherished and that advanced science and technology should be used to raise the level of protection and to transmit the world's cultural heritage from generation to generation. Currently, more than 270 cave murals have been digitally collected in Mogao, and researchers continue to refine their mural restoration techniques, build an early warning system for the monitoring of caves, etc., and provide technical support for the preservation of cultural heritage in countries along the “one-way” route. Gansu is also the country’s old industrial base. According to General Secretary Xi Jinping, Gansu needs to speed up the transformation of traditional industries, nurture new ones, and keep building a foundation for high-quality development. Bearing in mind the mandate to upgrade traditional industries such as petrochemicals and coloured metallurgy, Gansu has focused on building green ecological industries such as energy conservation and environmental protection, cultural tourism, accelerating the construction of a clean energy base along the river west corridor and optimizing the layout of wind and light power development. HAN is hosting a thematic meeting of the Open Leadership Group for Comprehensive and Deep Reform in Hainan
China's Central Political Bureau, Deputy Prime Minister of the State Council and head of the Open Leadership Group for Comprehensive and Deep Reform in Hainan hosted a thematic meeting of the Open Leadership Group for Comprehensive and Deeper Reform in Hainan on 24 September to follow up on the important speech of General Secretary Xi Jinping on the construction of the Hainan Free Trade Port, consider relevant policy documents and study the next priority. He noted that the construction of the Hainan Free Trade Port was a major strategic decision made by the party’s central focus, Comrade Xi Jinping, in the eyes of the international development bureau in the country. A greater sense of urgency is needed to fully implement the overall programme for the construction of the Hainan Free Trade Port, to focus on the goal of island-wide closure by 2025, to seize the focus on institutional convergence and innovation, to insist on risk prevention and to give firm impetus to the development of the South China Free Trade Port to achieve new results. He stressed that the construction of the Hainan Free Trade Port was a big article, focusing on difficult issues, finding ways and means, adhering to a combination of goal- and issue-oriented approaches, and moving things forward in a dynamic and orderly manner. The island-wide pre-customs pressure test should be conducted in depth, pressure should be placed on the test, risk risks should be detected on its own initiative, and precision regulation should be implemented. The pilot extension of the “one-line liberalization, two-line containment” export and import policy regime should be actively and securely promoted, with a timely assessment of progress made, with a gradual increase in the pilot content and expansion of the scope of the pilot. There is a need to strengthen synergies between major projects, integrate information-building needs across sectors, and develop a programme for the sharing of data on scientific security. To further strengthen synergies, the Province of Hainan will implement its primary responsibilities, and central authorities will increase their support and work together to promote better and faster outcomes. The meeting was attended by Hu Chunhua and Ho Feng.
