During the period from 22 November 2020 to 31 May 2021, one of Yang's many purchases of lottery tickets through WeChat, payment of treasures and so on from one of Deng's transfers, resulted in the purchase of 84 coupons for a single day in excess of 10,000 Yuan, amounting to more than 5.9 million yuan. During the lottery purchase process, one of the lottery agents, Deng, did not require Yang to sign the Rational Lottery Commitment, but instead signed it at the request of Yang, and performed the purchase of the lottery for each day in excess of 10,000 Yuan. If he considers himself to have lost more than 660,000 yuan, he is linked to the fact that he did not comply strictly with the requirements of the competent authorities, and has thus referred the situation to the relevant authorities. On 25 August 2021, the Chang Sha sub-centre of the Sports Lottery Management Centre in Hunan Province penalized one of Deng's sales outlets, stating that: “Ninggang City Sports Lottery Lottery outlets did not adhere to the principle of knowing that a purchaser had bought a lottery at the site at more than 10,000 Yuan, and that, in the absence of a high-value appointment form, there were repeated irregularities in selling the tickets to the purchaser, causing the buyer to question the lottery, with adverse effects. The Ning commune court considered that according to the documents issued on 19 October 2020 by the Ministry of Finance and the Directorate-General of Sports, “the amount of money to be paid is limited, and the purchase of a single ticket must not exceed 6,000 Yuan. If a single person makes a cumulative investment of more than 10,000 Yuan on a single day, he or she is required to make an appointment and register his or her real name. However, the circular is intended only as an internal regulation by the administrative authorities of the institutions and persons within their competence, as an indicative and advocacy requirement, and not as a mandatory effect of the law, so that the act of entrusting the purchase of lotteries by both parties remains valid. Yang, as a fully civil-capable person, should know that there is a risk and uncertainty that he or she will invest a small portion of his or her money in order to achieve a very high return or that he or she will not return much of his or her money. However, under well-known circumstances, Yang still has the courage to invest more in the amount of the lottery and expects to win back the lost amount of the lottery in this way, and eventually to close down, bearing the primary responsibility for the loss of the lottery he has suffered. The purchase loss will be reduced to a certain extent by the strict application of the relevant regulations, which reminds the purchaser of the lottery to be reasonable and to require him to sign the Rational Lottery Commitment in person. However, its failure to adhere to the bottom line of the principle in the face of huge interests, its irregularities, which have led to the enormity of some of its buyers, also violates the principles of honesty and credibility, has a certain amount of fault and does not meet the requirements of the core values of socialism and should be punished. Combining the facts of the case and the principle of good faith, the Court found, where appropriate, that Yang was responsible for 90 per cent of the loss of a portion of the purchase of a single day in excess of 10,000 Yuan, and Deng was responsible for 10 per cent of the loss of a portion of the purchase of a single day in excess of 10,000 Yuan.
Thus, the court decides in accordance with the law to pay Mr. Deng more than 60,000 yuan to Mr. Yang within 10 days of the date on which the judgement became effective.

In order to avoid such a situation, the authorities responsible for the sale of lottery tickets have internal regulations requiring lottery agents to give full notice to large buyers, to guarantee the right to know the buyers, and to require large buyers to come personally to the sales point to sign related materials, to increase the complexity of the large number of multiple lottery buyers, and to further alert buyers to the need to rationalize the lottery and to prevent substantial loss of value resulting from their irrational lottery. Lottery agents shall comply with the relevant internal regulations, perform compliance operations to safeguard the rights and interests of the purchasers, and shall be punished for the loss to the purchasers of the lottery resulting from their breach of good faith. The accumulation of wealth should be in accordance with the law, and the various actors involved in market transactions should, in particular, adhere to the principles of honesty and credit, conduct their transactions in a fair and equitable manner, and jointly maintain a good market order. Any act committed by any party against the interests of others in order to obtain high profits is contrary to the principle of good faith, and the law should be regulated.
