Abstract: The satellite Internet relies on the Space Satellite Constellation Network, which is an important pillar of the strategic layout of the Earth-wide integrated information network. My country attaches importance to the development of high-school orbital constellations, which are currently short-boarded, especially the low-orbit narrow-band constellations. Low-orbit constellations have advantages in terms of signal availability, power consumption, time delay, cost, etc. that can enhance signal coverage, interactive stability and positioning accuracy of space-based networks, make up for the signal weaknesses of the ground-based networks and achieve real interconnectivity. The enhanced function of the narrow belt constellation is more prominent. The development of our low-orbit constellation faces the “four missing” real difficulties, namely the lack of clear policy support, the lack of applications satellites with access to frequency resources, the lack of operational qualifications commensurate with actual capabilities and the lack of further release of the potential of the application market. It is recommended that the strategic layout of our low-orbit constellation be improved, that low-orbit constellation enterprises be supported and that application in the low-orbit constellation industry be accelerated.
