On 22 June, President Xi also delivered a keynote address at the opening of the BRICS Business Forum, at the end of which the State Councillor and Minister for Foreign Affairs, Wang Yi, gave an interview to the central media about the China Conference and elaborated on the important ideas and far-reaching implications of the President's remarks. Wang Yi said that, following the Sanya meeting and the Xiamen meeting, China had hosted for the third time a meeting of the leaders of the BRICS countries, which was the most important front-page diplomatic activity of the party's twenty-fifth anniversary, and which was important for the common defence of international justice, the revitalization of the cause of global development and the promotion of a community of human destiny.
At present, the world is entering a period of new upheavals, with 100 years of change resonance with the centuries-old epidemic, a difficult economic recovery, heightened security challenges and a reverse trend in global development. The call for international justice has grown stronger, and the desire of the people for development cooperation has become more pressing. I. RESPECT FOR EQUALITY AND JUSTICE IN THE CONTEXT OF WORLD PEACE
Wang Yi said that cold-war thinking, bloc politics, and traditional and non-traditional security threats have been on the rise for some time. Some countries have sought to expand their military alliances in search of absolute security, to coerce others to choose sides to create confrontations, and to ignore the interests of others as they are. The Ukrainian crisis is once again a wake-up call: superstitious power and the expansion of military alliances to seek their own security at the expense of the security of others are bound to fall into a security dilemma. President Xi's first Global Security Initiative was launched this year at the annual meeting of the Po-Asia Forum, which received a lively response from the international community. During this meeting of the leaders of the BRICS countries, President Xi further elaborated on the content and relevance of the initiative, emphasizing the need for States to adhere to a common, integrated, cooperative and sustainable concept of security; to uphold respect for the sovereignty and territorial integrity of States; to adhere to the purposes and principles of the Charter of the United Nations; to attach importance to the legitimate security concerns of States; to resolve differences and disputes among States peacefully through dialogue and consultation; and to maintain an integrated approach to maintaining security in traditional and non-traditional areas. President Xi has made it clear that the international community must move away from the zero-sum game, join forces against hegemonic and power politics, build a new form of international relations based on mutual respect, justice and cooperation, and build a sense of solidarity, safety and commonwealth. President Xi also stressed the need for the BRICS countries, as important emerging market countries and large developing countries, to act with courage and courage to inject positive, stable and constructive forces into the world. President Xi also announced important initiatives to implement global development initiatives, including the creation of the “Global Fund for Development and South-South Cooperation”, increased investment in the China-United Nations Peace and Development Fund, the establishment of the Global Development Promotion Centre, the launch of the Global Development Report and the establishment of the Global Knowledge Network for Development, which China has contributed to mobilizing resources for global development and accelerating the implementation of the 2030 sustainable development agenda. The Dialogue also published a list of outcomes of 32 initiatives covering eight areas, including poverty reduction, food security, disease control and vaccines, financing for development, climate change and green development, industrialization, the digital economy, digital age connectivity, including the establishment of the Global Alliance of Partners for Poverty Reduction and Development, the launch of the Special Initiative for Food Production, the International Alliance for Vaccine Innovation and Research and Development Cooperation, the promotion of the Global Partnership for Clean Energy, the establishment of the Global Network for Sustainable Forest Management, the organization of the Global Forum on Development and the provision of 100,000 fellowships to developing countries. China looks forward to working with the international community to implement the outcome of the Dialogue and to open up the pool of projects to which all parties are involved, thereby giving a strong impetus to accelerating the implementation of the 2030 sustainable development agenda. Wang Yi said that the convening of the High-level Dialogue on Global Development marked the beginning of taking root in global development initiatives. The dignitaries present at this Dialogue, in addition to the leaders of the BRICS five countries, are broadly representative and internationally influential leaders of key emerging markets and developing countries, including Indonesia, the Chair of the G-20, Thailand, the Chair of the Asia-Pacific Economic Cooperation (APEC), Kazakhstan, the Chair of the CIS, Cambodia, the Chair of ASEAN, Fiji, the host country of the Pacific Islands Forum, Argentina, the Chair of the CELAC, Senegal, the Chair of the AU, Uzbekistan, the Chair-in-Office of the Shanghai Cooperation Organization, Algeria, the Chair-in-Office of the League of Arab States, and Egypt, Ethiopia, Malaysia, Iran. With the theme “Towards a new era of global partnership for development, working together to implement the 2030 sustainable development agenda”, the leaders' in-depth discussions on such issues as accelerating world economic recovery, deepening practical cooperation, implementing global development initiatives and shaping a new era of global partnership for development have played a powerful role in achieving shared development prosperity. III. Promoting cooperation and win-win approaches to improving the system of global governance
Wang Yi said that, as international forces have changed in comparison to global challenges, strengthening global governance and promoting change in the governance system have become both popular and dynamic. But it must also be seen that countries that persist in their hegemonism, unilateralism, protectionism, politicization, instrumentalization, weaponization of the world economy, and anti-globalization drive. The world’s economic recovery is at a critical juncture, with global governance change facing a directional choice. Open inclusion or exclusion, integrated development, or confrontation, is at stake for the future of humanity as a whole. President Xi has made it very clear that trying to block the path of others by turning history backwards will only end up blocking its own path. We want to remain open and inclusive, dismantle all barriers to productive development and lead to the healthy development of globalization; preserve the multilateral trading system, with the World Trade Organization at its centre, by eliminating trade, investment and technological barriers and promoting the construction of an open world economy; and work together to build a shared world economy, strengthen global economic governance, increase the representation and voice of emerging market and developing countries, and ensure equal rights, rules and equality of opportunity for all. In response to the challenges to the world’s economic recovery, President Xi said that the economic crisis could only be overcome by staying together and working together. All sides must think and work together to strengthen macroeconomic policy coordination and prevent the global recovery from slowing down or even interrupting. Mr. Wang Yi said that President Xi's statement spoke to a large number of developing countries, provided a clear direction for the transformation of the system of global governance and brought strength to the world's economic recovery. Changes in global governance systems are fraught with risks. China, together with emerging-market and developing countries, will maintain the right course of economic globalization and promote a more just, inclusive and inclusive system of global governance. IV. Contribution to deepening BRICS cooperation by adapting to the trends of the times

In the new situation, the BRICS need to open their doors to development and cooperation. The enlargement process should be advanced, and like-minded partners should join the BRICS family at an early date. President Xi also stressed, at the opening of the previous meeting of the BRICS Foreign Ministers, the need for BRICS to engage in dialogue and interaction with more emerging market and developing countries, so that the cooperative cakes would grow, the force of progress would gather and contribute more to the building of a community of human destinies. Wang Yi said that under the leadership of President Xi Jinping, the “China Year” of the BRICS has been fruitful and bright. China will host more than 170 BRIC events in various fields throughout the year, more than 20 at the ministerial level alone in the first half of the year, involving more than 50 non-BRIC countries and increasing its influence. The whole year's BRICS campaign will produce 37 significant results, reaching a new level of cooperation in terms of quantity and quality, which can be summarized initially as the “ten bright spots”:
The first is to send out a message of defence for international justice. The Beijing Declaration, which sets out a common position in support of multilateralism, the improvement of the system of global governance, etc., and the BRICS for the maintenance of world peace.
The second is the consolidation of the BRICS defence line to combat the epidemic. The BRICS National Vaccine Research and Development Centre has been launched to build a joint research and development and production platform for radiation-emitting developing countries to help build a community for human health.
Third, it contributes to the creation of an open world economy. The BRICS Joint Statement in Support of the Multilateral Trading System and WTO Reform was published, and the BRICS Initiative for Enhancing Supply Chain Cooperation was launched, bringing together the BRICS consensus to preserve the multilateral trading system and improve the rules of international trade.
The fourth is to highlight the BRICS initiative to win the fight against corruption. Through the BRICS Anti-Corruption Ports Initiative, BRICS countries will deepen their cooperation on cross-border corruption governance and recovery and build a new global anti-corruption governance system.
The fifth is to build the base for the Great BRIC Integration Market. The signing of the Agreement on Cooperation and Mutual Administrative Assistance in Customs Matters between the Governments of the BRIC Countries and the publication of the BRIC Initiative on Trade Investment and Sustainable Development provide new growth points for trade facilitation and economic recovery.
The sixth is to give impetus to global food security. The first BRICS Cooperation Strategy for Food Security and the establishment of the “Agricultural Rural Development Forum” demonstrate the five countries' practical actions to stabilize global food production and their positive contribution to global food security governance.
The seventh is to tap into the potential of the BRICS for innovative development. A “Network of BRICS Technology Transfer Centres” has been established, and a “Grand Data Forum for Sustainable Development” has been organized to contribute to the upgrading and high-quality development of the economies of the five countries.
The eighth is the expansion of the five countries' front-line scientific and technological cooperation in Xinjiang. A “Brick National Space Cooperation Mechanism” has been established to promote exchange and innovation in space science and technology and to create a model for the peaceful use of outer space and space technology for sustainable development.
The ninth is to seize the opportunity of an era of digital economic development. A framework for digital economic partnership among BRICS countries was agreed, and a partnership initiative for digital transformation of the BRICS manufacturing industry was launched to achieve cross-cutting development.
The tenth is the creation of a pool of high-quality technology talent for the future. The BRICS National Vocational Education Alliance has been set up to organize vocational skills competitions, sustainable development goal solutions competitions, women innovation contests, and to promote the five-country talent chain, industry chain, and innovation chain linkages.
In addition, this year we held a forum of BRICS political parties, think tanks and civil society organizations, and we launched a documentary joint broadcast to enrich the humanist exchange, tell the story of the BRIC, spread the sound of the BRIC and promote the acquaintance of the BRICS. We have also focused on strengthening the BRIC mechanism, expanding “BRIC+” cooperation and building a broader partnership, and we have unanimously supported discussions to advance the BRIC expansion process and to identify guiding principles, standards and procedures for such expansion. V. Persistence on reform and openness to inject Chinese energy into the recovery of the world economy
Wang Yi said that, in recent times, Covid-19 Pandemic had fallen repeatedly, the international situation had changed in a complex manner, and the Chinese economy had been hit by a combination of super-expected factors. At the opening meeting of the BRICS National Business Forum, President Xi introduced China's economic situation and policy philosophy, noting that, in the face of a complex and difficult development environment at home and abroad, China is committed to integrating the prevention and control of the epidemic and economic and social development and to responding effectively to the challenges.
