In response to the use of health code red codes in individual locations to restrict normal movement of people, the Deputy Director-General of the CDC and Inspector-General Leh Jung-Long, the State Council's UDPS has clarified the regulations governing the use of the health code, operating security and information security, requiring that the personnel concerned be given precise codes in each locality according to the different risk levels of the epidemic, and that no “one-size-fits-all” additions be made to the codes. There is a clear requirement for strict health code functional positioning, no unauthorized extension of the scope of application, and no health code conversion of the population due to factors other than the prevention and control of the epidemic. The launch reaffirmed the "Nine Permissions" for outbreak control.
Restrictions on travel are not allowed to be extended from medium- and high-risk areas to other areas at random.

Measures such as segregation of students who are eligible to leave school and return home are not permitted.
Vaccination checkpoints are not permitted at will and the movement of qualified passengers and cargo division personnel is restricted.
Places that guarantee normal productive life in low-risk areas are not allowed to be shut down at will.
The Department of State's Integrated Unit for the Control Mechanism and related departments will expose typical cases of violations of the Ninth Prescription.
